Industrial specialisms mark out Chengdu's high-tech community

Chengdu Hi-Tech Industrial Development Zone, as a national innovation demonstration zone, has developed specialized industrial areas to build an industrial ecosystem and an innovative industrial chain while shoring up the high-quality development of the local economy.

Differing from traditional industrial parks and development zones, the specialized industrial area aims to form a new type of urban community integration design. That involves different strategies for research and development, production, commerce, residence and ecological conservation, forging concerted cooperation among resources of professionals, technologies, information and logistics, local officials said.

The Chengdu high-tech zone is committed to developing itself into a new driver of economic growth and fostering Chengdu's development of a park city, according to a senior official at the zone.

Among the 66 planned specialized industrial areas in the Chengdu high-tech zone is one specializing in the electronic information industry.

The area has moved quickly since last year, with multiple big-name projects settling down there, including projects of electronic product manufacturer Foxconn and Chinese tech company Huawei.

Chengdu Vcare Qinyuan Health Technology is a high-tech company registered in the electronic information industrial area.

The company focuses on R&D on human body health-monitoring technologies and providing chip-level human body health monitoring solutions. However, the unstable supply of wafer, a material for silicon semiconductor integrated circuit production, restricted the company's development.

In April 2019, an innovative service platform in the field of information technology with integrated circuits as the core initiated by the Ministry of Industry and Information Technology settled in the electronic information industrial area, marking the first such service platform in Southwest China.

The innovative service platform works on providing local small and micro enterprises, startups and entrepreneurship teams with services including integrated circuit design, testing, training, investment and financing as well as incubation.

"With the assistance of the service platform, we got a designated factory to help with the wafer processing," said Liu Hua, deputy general manager at Chengdu Vcare Qinyuan Health Technology.

The characteristics of the global electronic information industry and the influence of the COVID-19 pandemic have highlighted the importance of industrial ecology and industrial chain, according to officials at the Chengdu high-tech zone. The officials added that the zone is poised to enhance the synergy of the industrial cluster, and finally improve the competitiveness of each enterprise in the industrial chain.

In the first half of this year, due to the influence of the novel coronavirus outbreak, the Chengdu branch of China's leading LED display manufacturer BOE Technology Group faced a shortage in its supply of special protection trays for its flexible display products.

The Chengdu high-tech zone took action immediately to organize a local supplier to resume production in an orderly manner, which alleviated the difficulties faced by the company.

"The Chengdu high-tech zone, with a favorable business environment, has gathered a number of professionals and gradually established a complete industrial chain to accelerate our development," said Qin Xiangdong, vice-president of BOE Technology Group. "This is why we've been in Chengdu for years and made many additional investments in the industrial development zone."

In the first six months of 2020, local industrial enterprises above designated scale-with an annual sales revenue surpassing 20 million yuan ($2.99 million)-in the Chengdu high-tech zone achieved a total output value of 161.93 billion yuan. That figure was up 15.33 percent year-on-year.

Besides electronic information, the biopharmaceutical industry is another pillar of the zone.

Chengdu Tianfu International Bio-Town, as a main gathering area of the biopharmaceutical industry, is ramping up its efforts to forge itself into a specialized industrial area.

At the end of September, 14 projects with a total investment of more than 13 billion yuan were announced in the bio-town, which comprises eight manufacturing projects and six innovation projects.

"The contracted projects cover subsectors including cell gene therapy, high-performance medical devices and innovative biotechnology drugs. Investors include not only some of the world's and China's top enterprises, but also fast-growing startups. It's of positive significance to forming an industrial ecosystem," said a senior executive at Chengdu Tianfu International Bio-Town.

By the end of August, a total of 150 projects had settled in the bio-town, including five Nobel laureate teams, four national academician teams and 51 high-level professional teams, according to the local government.

In addition, the bio-town has stepped up its efforts to provide companies with improved services, to further optimize its business environment and empower the biopharmaceutical industry.

In June, Chengdu Tianfu International Bio-Town took the lead in building a government service center in Chengdu's specialized industrial areas and put it into use.

The government service center has seven comprehensive windows dealing with administrative and service matters, which include industrial and commercial registration, tax registration, urban management and professional service.

Chengdu Hi-Tech Industrial Development Zone is also speeding up the development of specialized industrial areas of new economy, future technology and financial business, to drive the high-quality development of the zone as well as the entire city of Chengdu.
