Malanshan park gives rise to industrial chains

Malanshan Video Cultural and Creative Industrial Park in Changsha's Kaifu district, Hunan province, has spawned new industrial chains through the integration of culture and technology.

With a planned area of 15.75 square kilometers, the park is home to more than 3,200 cultural and creative enterprises as well as various culture zones such as Chuangzhi, Zhongchuang, a Chinese internet literature town and Fuhui Valley video cultural and creative base.

In January, Malanshan launched a Red cultural digital project, focusing on Red film and television works with important historical values.

To celebrate the 100th anniversary of the founding of the Communist Party of China, the park launched the Red Classic Image Restoration Project.

In March 2021, the film Lei Feng under the project completed the restoration and coloring of pictures and videos, which is a typical creative work spawned by culture and technology.

"We plan to build a digital restoration and artificial intelligence coloring production line, establish a classic film and television restoration process and high-format film and television works restoration technical standards," said Zou Benmiao, deputy Party secretary of Kaifu district of Changsha and Party secretary of Malanshan Video Cultural and Creative Industrial Park.

"We will strive to complete 100 Red classic image restorations within five years, and make Malanshan the country's largest education base in 4K Red classic image restoration, storage, dissemination, distribution and inheritance."

The park insists on promoting and cultivating core socialist values, achieving the organic unity of social and economic benefits and ensuring the sustainable and healthy development of the cultural industry.

Malanshan 5G Smart Radio is the first self-developed audio integration system in China. This system uses 5G plus AI technology to allow an editor to "flash" in just three minutes to edit a set including a virtual host radio show.

It can also be combined with village-to-village communication, loud horns, and emergency broadcasts to send the voices to the fields.

In the prevention and control of the COVID-19 epidemic, this system has played an important role in improving rural epidemic prevention.

The 5G smart radio system has won contracts with 342 radio frequencies in 27 provinces across the country, with an annual program output of 9,000 hours. That figure meets the program requirements of national cooperative frequencies to the greatest extent.

The AI sign language project independently developed by the park has launched virtual sign language anchors and a series of products. Its digital technology in language translation not only liberates manpower, but also activates the use of sign language.

This set of AI sign language has been promoted and used in more than 100 TV stations in 23 provinces across the country.

The park is focusing on the construction of three major platforms: the Key Laboratory of the National Radio and Television Administration, Film and Television for the Multiscenario Application of 5G High-tech Videos, and the Large Rate Audio and Video Wireless Image Transmission Technology Platform of the Malanshan Research Institute of China Unicom.

The park is also stepping up the construction of four key projects: a Red cultural digital presentation project, an AI sign language project, the 5G smart radio system, and a Changsha advanced manufacturing 5G cloud VR digital platform. In the next three years, Malanshan will build three core industrial chains focusing on content creation and IP derivative business, high-format film and television industrialization technology, digital twin and visual rehearsal multiscenario application chain, in hopes of incubating an intelligent digital economy.
