Tianfu New Area creating a world-class business environment

As a national-level new area and a pioneering zone of the "park city", Sichuan Tianfu New Area strives to stimulate the vitality of market players and create a world-class business environment.

Since the beginning of this year, the area has achieved remarkable results in the fields of government services, intellectual property and cross-border trade, providing more convenience for enterprises to invest and start businesses in the area.

"The continuous optimization and improvement of the business environment demonstrates the fast development of the Tianfu New Area," said Yang Can, director of Easy Law Firm.

Yang said he was most impressed by the reform of the administrative approval in the area. "The improvement has reduced the cost of handling business issues for enterprises and the efficiency has enhanced our sense of gain."

In recent years, the administrative examination and approval bureau of the Tianfu New Area has always served the development of enterprises as the foothold of building the business environment. The bureau has also focused on solving enterprises' pain points and other difficulties.

In accordance with the general requirements of "multiple departments, one visit", the Tianfu New Area promotes the reform measures including integrated service "e-window" handling enterprise-related matters, intelligent site survey and reviews, and the "one industry, one certificate" pilot work.

Through the implementation of an "e-window" for business-related matters, the Tianfu New Area has incorporated 63 registration items and 17 taxation matters.

The area has also established a standardized and intelligent survey system, set up a review center and carried out online reviews such as "one-click processing" and "one network connection to multiple places".

It has adopted an "enterprise identity code" to collect the administrative licensing information involving in the market player.

IP boosts development

The Tianfu New Area takes intellectual property as a core element and a key link of urban innovation and development. It strives to build a service system for the creation, protection and application of IP with policies.

It will continue to build a national-level new area for the protection and use of IP.

Solving the problem of IP transfer and transformation is one of the highlights of the creation, protection and utilization of IP in the Tianfu New Area.

In the book A Hundred Questions and Answers to Optimizing the Business Environment, compiled by the National Development and Reform Commission, Sichuan Tianfu New Area Construction of an Intellectual Property Transaction Financing Service Platform to Solve the Problems of Intellectual Property Transfer and Transformation was selected as a typical case.

Chengdu Mingtu Technology, located in the Tianfu New Area, obtained 3 million yuan in financing this year by pledging the company's core IP, a QR code epidemic prevention system for public health, and solved its financial difficulties for a period of time.

Wang Yufeng, the company's project director, said: "It not only solves the urgent need, but also fully demonstrates the financial institution's recognition of the company's products and technologies. The company has further broadened financing channels and reduced financing costs."

According to a Tianfu New Area market supervision bureau official, the area has built the Chengdu Intellectual Property Trading Center, the only IP trading venue in Sichuan with a financial license, to attract and encourage IP achievements to enter the market.

The Chengdu Intellectual Property Trading Center has served nearly 2,400 clients and achieved a cumulative transaction scale of 31.2 billion yuan and a financing scale of more than 1.10 billion yuan.

Chengdu Intellectual Property Operation Public Service Platform, located in the Tianfu New Area, implements the Intellectual Property Gradient Cultivation plan, develops the Intellectual Property Data Dynamic Analysis System, releases the Public Service List and builds a public service platform integrating trademark acceptance, patent search, project declaration, financial services, rights protection assistance and custody services.

It provides one-stop IP services for innovators through the combination of online and offline operation.

Since it was officially put into operation in April, it has accumulatively accepted 299 IP policy projects, handled 253 various trademark businesses and provided a total of 710 various consultations services.

The trademark acceptance window of the State Intellectual Property Office in the Tianfu New Area ranks first among the 309 windows in the country in terms of trademark acceptance.

It has accepted more than 73,600 applications for trademark registration and more than 25,900 trademark follow-up businesses. It has accepted 73 trademark registrations for the pledge of exclusive rights and helped enterprises raise about 1.33 billion yuan.

By deepening the demonstration and cultivation of IP advantages of key enterprises, the Tianfu New Area focuses on building a group of IP-intensive enterprises to drive the overall improvement of the IP work level of regional enterprises.

Openness and vitality

As an important node in the construction of the Belt and Road Initiative and the development of the Yangtze River Economic Belt, the Tianfu New Area shoulders the important mission of striving to create a new growth pole and building an inland open economic highland.

In recent years, the Tianfu New Area has seized the important opportunity of being approved as a National Import Trade Promotion Innovation Demonstration Zone, accelerated the reform and innovation of cross-border trade facilitation and is continuously releasing the vitality of opening-up.

During this year's Double 11 online shopping festival, the Tmall International Bonded Warehouse in the Tianfu New Area Chengdu Bonded Logistics Center (Type B), or Tianfu Bao B, ushered in a peak period of shipments.

Some of the overseas products purchased by consumers on Tmall Global will be shipped from Tianfu Bao B.Customers in the province can receive the products as early as one day later.

Tianfu Bao B was officially opened for operation in September 2019 and has the functions of bonded warehousing, international transit and re-export trade, simple processing and value-added services for circulation, global procurement and international distribution.

With the continuous upgrading of the comprehensive functions of Tianfu Bao B, many key projects and cross-border e-commerce enterprises such as Cainiao Southwest Central Warehouse and Tmall International Warehouse have settled there.

"Tianfu Bao B has been constantly exploring and innovating new business models of foreign trade, launching a new model of "online and offline plus fast delivery" and carrying out the online celebrity livestreaming of goods.

It also conducts offline duty-free consumption scene events to create a high-quality shopping experience for overseas products, according to an official in charge of the international cooperation bureau of the Tianfu New Area.

To expand the new channel of opening-up to the outside world, in July, the Chengdu-Chongqing cross-border road transportation platform built by the Tianfu New Area and Ba'nan district of Chongqing was launched.

Several fully loaded cross-border road trucks departed from Tianfu Bao B and Chongqing Nanpeng bonded logistics center set sails out to Russia, Vietnam, Laos and other countries.

The platform has run 3,000 cross-border highway shuttle trucks and the value of goods shipped has exceeded 3.6 billion yuan.

Since the start of the construction of the National Import Trade Promotion Innovation Demonstration Zone in 2020, the Tianfu New Area has focused on innovative practices in terms of regulatory systems, legal protection, and policy environment while also continuing to carry out customs clearance measures.

With the construction of the demonstration zone, cross-border trade in the Tianfu New Area has maintained rapid growth.

From January to September, the total amount of foreign trade reached 9.22 billion yuan, a year-on-year increase of 73.8 percent.
