CAETDZ stays true to its mission of serving FAW and core parts enterprises

Over the years, the Changchun Automobile Economic and Technological Development Zone in Changchun, Jilin province, has been ramping up efforts to launch key projects, boost the automobile industry and create a business-friendly environment for enterprises.

Paving the way for independent innovation and enhancing the image of the Chinese manufacturing industry, the zone focuses on three industry pillars — complete vehicles, components and services — and is committed to developing its own automotive manufacturing industry, mastering core technologies and promoting national brands.

Li Guoqiang, vice-governor of Jilin, said that the zone has established a first-class business environment with marketization, rule of law and internationalization.

It is comprehensively deepening reform and expanding high-level opening-up to promote the implementation of various government measures.

Established in September 2005 and recognized as a national-level economic and technological development zone in December 2010, CAETDZ is the only national-level development zone named after automobiles in China.

In 2022, the GDP of the zone reached 101 billion yuan ($13.84 billion), and the total industrial output value of the zone's large-scale industries reached 411.41 billion yuan, accounting for 51.7 percent of the city's total.

In 1953, China FAW Group laid its foundation here, and the first truck and the first sedan of China were born here, carrying the bloodline of the automotive industry.

The zone is home to six main FAW automobile manufacturers: FAW Hongqi, FAW Jiefang, FAW Bestune, FAW-Volkswagen, FAW Fengyue and Audi FAW New Energy Vehicle. FAW has formed a product structure with multiple models in medium-duty trucks, heavy-duty trucks and sedans.

CAETDZ ranks first among the development zones in the province and 27th in the national evaluation of national-level economic and technological development zones.

The total area of the zone is 110 square kilometers, with a built-up area of 65 sq km.

It is the only national-level innovation demonstration zone for promoting the import trade in Jilin, a base for China FAW Group's industrial cultural tourism and the only industrial tourism demonstration base among the 53 national industrial tourism demonstration bases in the province.

Key projects

CAETDZ adheres to project construction as important support for the promotion of high-quality development.

Throughout the year, the zone has initiated 100 mega projects with a total investment of 112.58 billion yuan. Audi PPE, BYD power batteries and CRRC electric drive are expected to start production this year.

It marks the start of the construction of the supporting industrial park of FAW New Energy Vehicle with a total investment of 44.5 billion yuan as well as 23 projects for Audi PPE. Moreover, more than 10 projects including Herun city complex and integrated energy stations have reached cooperation agreements.

By 2025, China FAW will achieve a total vehicle sales volume of more than 6 million units and CAETDZ is set to become a world-class intelligent manufacturing production base with an output value exceeding 100 billion yuan.

In the first half of this year, CAETDZ made every effort to stabilize production, attract investment and implement projects. The industrial output value reached 156.23 billion yuan, a growth of 10.1 percent year-on-year, while the GDP reached 59.5 billion yuan, a year-on-year increase of 8.7 percent. The industrial output value of enterprises in the zone grew by 20.6 percent year-on-year, pulling up the industrial output value of large-scale industries by 3.2 percentage points.

The construction industry, social retail sales, and the service industry all achieved high-speed growth of over 10 percent.

Fertile soil for growth

CAETDZ adheres to its mission of serving FAW and core parts enterprises. All staff of the nine investment and service bureaus have been deployed to the main automobile plants, providing one-on-one services, ensuring daily production plans and locking in actual production capacity. Every effort is made to support enterprises, with six major policies and 79 specific measures benefiting enterprises. Nearly 80 million yuan in policy incentives has been paid out.

CAETDZ released the Implementation Rules on Promoting Stable Economic Growth in the first quarter of the year, with funds amounting to 15.24 million yuan benefiting 84 district-owned enterprises. The establishment of the power supply center in CAETDZ by State Grid has further strengthened the power guarantee for FAW and the development of the automobile industry.

In terms of people's livelihoods and investment in related projects, the Happiness CAETDZ Action Plan has been implemented, covering 67 livelihood matters in 10 aspects.

It has strengthened safety net guarantees, with various forms of assistance funds totaling 10.89 million yuan, and created 4,606 job positions.

The dynamic of zero unemployment in urban households remains unchanged. The quality of the city continues to improve, with the promotion of important road construction such as the extended section of Dongfeng Street and the road network around the Audi PPE project. There have also been greening renovations on 11 older streets and roads, and the transformation of relevant street facilities in conjunction with the 70th anniversary of China FAW Group.
