Third plenary session of 20th CPC Central Committee inspires Beijing officials, residents
Cadres and residents of Beijing have emphasized the need to prioritize reform and advance the construction of the city as the national political, cultural, international exchange and sci-tech innovation center following the recently concluded third plenary session of the 20th Central Committee of the Communist Party of China.
"The plenary session set forth goals, principles and measures for further deepening reforms, fully demonstrating our Party's resolute determination and historic commitment to carry out reform and opening-up," said Yang Xiuling, Party secretary and director of the Beijing Commission of Development and Reform.
She emphasized that implementing the spirit of the plenary session is a major political task, focused on coordinating development and security, easing congestion, improving livelihoods and fostering collaborative development to promote high-quality growth.
Yang stressed the importance of using reform to boost innovation-driven development, unlocking demand potential and invigorating enterprises to contribute to the Beijing chapter of Chinese modernization.
Held from July 15 to 18 in Beijing, the third plenary session of the 20th CPC Central Committee centered on advancing Chinese modernization, outlining comprehensive reform strategies in education, technology, culture and people's livelihood. The plenary session praised the practices and great achievements of comprehensive reform since the beginning of the new era, and discussed deepening reform and the promotion of Chinese-style modernization.
Beijing, particularly the Zhongguancun area, is a "test field" for China's sci-tech reform due to its strong technological foundation and concentration of innovative resources, said Zhang Jihong, head of the Beijing Science and Technology Commission and administrative commission of Zhongguancun Science Park.
The plenary session has provided direction and fundamental guidelines for improving the socialist system with Chinese characteristics and modernizing the national governance system and capacity, he added.
Zhang Wei, Party secretary and director of the Beijing Commission of Planning and Natural Resources, stated the importance of improving the urban-rural integration system, treating urban and rural areas as an organic whole, scientifically planning spatial layouts, enhancing green development, and ensuring the equal exchange and two-way flow of urban and rural resources.
Piao Xuedong, Party secretary and director of the Beijing Commerce Bureau, highlighted that the plenary session emphasized that openness is a hallmark of Chinese modernization and it is essential to bolster reform through openness and build a higher-level open economy.
The bureau will continue to learn and implement the plenary session's spirit and understand the principles and measures of deepening reform. Efforts will focus on expanding institutional openness, fostering new momentum in foreign trade, reforming foreign investment and management systems, and deepening the Belt and Road Initiative to contribute to high-quality development through high-level openness, Piao said.
Zeng Jin, Party secretary and director of the Beijing State-owned Assets Supervision and Administration Commission, noted that the commission will uphold the responsibility of strengthening and enhancing State-owned capital and enterprises, and improve core functions and competitiveness to support the capital's economic and social development.
Qi Xiangdong, chairman of Qi-Anxin Technology Group, noted that the plenary session's emphasis on deepening reform and enhancing the national innovation system's overall efficiency was particularly influential. He emphasized the importance of being proactive in driving technological and industrial innovation, making Qi-Anxin a world-class cybersecurity company contributing to high-quality BRI development.
Li Junhui, Party secretary and director of the Beijing Transportation Commission, said: "Transportation is a major public concern. We must thoroughly study and implement the plenary session's spirit across all areas of the capital's transportation sector."
Current development initiatives include accelerating the construction of the Beijing-Tianjin-Hebei integrated transport network, expanding Beijing's metro system to the largest in the nation, enhancing diversified public transport services, leading in autonomous driving, and advancing multimodal freight transportation to support the capital's economic and social development, he added.
